We offer a Roadmaster base plate option for your 2003 Jeep Wrangler. Roadmaster # RM-521424-4 fits the version with the double-tube bumper. This EZ4-series base plate is fully compatible with your Falcon 2 Tow Bar # RM-520 without need for any sort of adapter.
In addition to the tow bar and base plates flat towing requires safety cables, a wiring/lighting solution and a supplementary braking system. Each of these items is covered in detail in the linked article.
For safety cables I suggest # RM-643 from Roadmaster; these are coiled which helps keep them from dragging. For a lighting kit you have various options with differing levels of complexity. The easiest option is a simple magnetic tow light set like # TL21RK from Optronics. The braking system I recommend is the Roadmaster Even Brake # RM-9400. This unit is fully portable and installation is not nearly as complex as other types.
I suggest you check your Jeep owner's manual for any guidance regarding flat towing the vehicle.
