Trying to put on tralers for dot are they considered breaks for stoppingor how do iI get away from electric breaks on my equment trailers and be dot comply

The Demco Hydraulic Drum Brake Actuator # DM8203332 that you referenced is intended to mount on a 3-inch wide straight trailer tongue to engage drum brakes on the trailer. If you are looking to replace your trailer's electric drum brakes with hydraulic free-backing drum brakes then this unit is one of the items you will need.
I have linked our page showing all sizes of free-backing hydraulic drum brakes; you need to use free-backing brakes with this actuator to allow backing up since it does NOT have a reverse lockout feature. Select brakes to match your axle's weight capacity.
