The RoadMaster StowMaster Car-Mounted Tow Bar # RM-501 will work on your 2000 Toyota Echo if it is equipped with a compatible set of Roadmaster base plates such as their # 521156-1.
These EZ-series base plates will work fine with the StowMaster tow bar and they install without welding using included hardware.
Safe and legal flat towing requires some additional components to go along with the base plates and tow bar, as outlined in the linked article. Safety cables are required but these are included with the base plates so all you'll need to add is a lighting/wiring kit and a supplementary braking system.
The easiest lighting kit is a magnetic type that does not require cutting into the vehicle's wiring; such a system is the Optronics # TLL21RK. For a supplementary braking system I suggest the Roadmaster Even Brake # RM-9400 which is easy to install and portable.
