The Snap-Loc E-Track Tie-Down Strap # SLLS28CER will be the closest replacement strap we have to the ones that come with the Pack'em Wheel Tie-Down Kit # PK-WTD. This is also a 2" wide strap that connects to the e-track style slots in the chocks. This strap will be 8' long as opposed to the 7' strap with the Pack'em kit. I do have a solution, but the heavy duty shackle straps that come with the # MR58ZR are not available without the rest of the kit. For equivalent shackles you can use the Replacement Shackle Strap for E-Z Flex Heavy Duty Rubber Suspension System by Dexter Axle # 018-024-01.

Although we do not have any axles that are 91" long, I do have a solution. I recommend the Timbren Axle-Less Trailer Suspension System w Electric Brake Hubs - Straight Spindle - 3,500 lbs # A35RS545E. The Timbren replaces your axle and leaf springs and will fit any frame width. This also comes with electric brakes and hubs with a 5 on 4-1/2" bolt pattern. The built-in camber and toe-in will also help your trailer track straight, reducing wear on the tires.

Grand Design lists several possible axles for your 2017 Grand Design Reflection 29RS so you will need to identify which you have to get the correct parts. The 6-Leaf Double-Eye Spring # e64SR is currently our only 7,000lb spring we carry. This has an eye to eye measurement of 24-7/8". Since the springs on your 2012 Dutchman Voltage 3950 are likely sagging over the years of use you will want to measure the length of your spring from the center of the eye to the pin in the center of the leaf spring along the radius. You can use a bias tire with radials but only as a spare to get you to a place where you can replace your radial tire. The reason being is that they track differently so you will experience sway from the tires alone. It is best to use all bias or all radial.
For a replacement tire/wheel combo I recommend the Kenda 205/65-10 Bias Trailer Tire with 10" White Wheel # AM3H480. This is a load range E (1,650 lbs at 90 psi) and has an 87 mph speed rating.

Your 225/75-15 wheels have a diameter of 28.4 inches. If you have a 5 on 4-1/2 inch bolt pattern, then you would need to change your hubs to accommodate larger wheels and tires. I'd need bearing and seal numbers to confirm the replacement hub fit.
