Since your transfer pump has 3 wires that means it has a static ground. The green wire will get grounded to the body/frame, the white wire will need to be connected to the ground on the 7-way connector, and the black wire will get connected to the 12v power pin on the 7-way connector.

The issue you'll run into trying to use the trailer connector as a power source for your transfer tank pump is that the battery charge line circuit within the trailer connector that you want to use for power is only active while moving on most newer Ford trucks. You can put a sliding fifth wheel hitch in your 1997 Dodge 2500 and that would give you additional clearance behind the cab.
