The only difference new leaf springs would make is if your current leaf springs are worn out and flat. Installing new leaf springs would be a good idea either way if that is the case.

Typically a breakaway pin getting pulled does not prevent the trailer brakes from working after that. Check the condition of the connection between the battery wire of the breakaway kit and the output circuit that travels to the trailer brakes.
