The Curt Adjustable Trailer Hitch Receiver part # C13701 will need to be mounted to the frame rails on your 2017 Keystone Cougar 5th Wheel Trailer, not the bumper. The bumper is not a suitable place to mount this hitch but the frame rails are. If you would like to use a bumper mounted trailer hitch and you have a 4" x 4" bumper that the manufacturer says can be used for towing then you can use the Curt RV Bumper 2" Trailer Hitch Receiver part # E-100 instead. However, the manufacturer is most likely going to tell you that you cannot use the bumper to tow therefore it will be best to use the above frame mounted hitch and attach it directly to the frame rails on the trailer.
If the utility trailer you will be towing has light then you are also going to need a trailer wiring harness for your trailer. For this, I recommend using the 4-Pole Hardwire Kit with Circuit Tester part # 18252. The wiring harness comes with the circuit tester that you need to confirm the correct circuits and then the quick-splice connectors you need to tie into them.
I have attached review videos on the above products for you as well.
