I checked the owner's manual for a 2015 Jeep Cherokee, it does show that the Mopar Flat-Tow Wiring Harness is required. Yes, there is a flat-tow wiring harness for a 2021 Jeep Grand Cherokee but it's only offered by Mopar and it's part number 82216418AA. You'd simply locate the point behind the taillight assemblies where the factory plug connects to the taillight. You'd unplug that connection, and plug the Hopkins harness inline at that connection. I was able to find the owner's manual for your 2019 Jeep Cherokee Trailhawk and it does not mention requiring the Mopar Flat Tow Wiring Harness 68321424AB. I looked at the 2018 owner's manual and it does mention it there so you are correct that the 2018 and older Jeep Cherokee Trailhawk's will require the mentioned harness but your 2019 will not.

There are special wiring harnesses required for flat towing a vehicle. Regular trailer wiring harnesses like # 118300 are not designed to have power flow backwards through them and that would end up blowing the converter (on harnesses with converters) or damage the vehicle wiring and lights on harnesses that do not have converters.
