The Ladder Rack Bracket Kit # PK-28WL is specifically designed to be used with Utility and Enclosed Trailer Tower Kit # PK-BM or Utility Trailer Tower Kit # PK-BMH. The tabs sticking out of the bracket kit are made to attach to the tower kits, so cutting them off could compromise the structural integrity of the brackets and I do not recommend doing so.
