However, I've done some research, and this product contains a water base and chlorine dioxide. Chlorine dioxide has a freezing point of -74.2°F. Based off of that information, I can safely assume It won't freeze in the winter.

Depending on what point in the factory taillight harness the license plate lamp is wired in, it's entirely possible that the license plate lamp on your 2007 Liberty could be bypassed when flat towing. Unfortunately, I was unable to find any specific information on this, either online or from Hopkins.
