Use a circuit tester like # PTW2993 to test the wires going into and coming out of the converter box. If the signals are not correct going in then there is an issue on the vehicle side such as a broken connection, loose wire, or blown turn signal fuse. If the signals are correct going into the box but not correct coming out, then the converter is bad, and it will need to be replaced. I have linked a video that should help.

The Universal Change Key for Thule One Key Locks # 853-1251 that you're looking at will only work with unlocked lock cores that have a code beginning with N or E.
Since you said your locked out, your only options are to have a locksmith come take a look at it, or you can drill the core out and replace the core yourself.
From here, you can use the Thule One-Key System Lock Cylinders # TH450200 to replace the old frozen lock cores.

What you will want to do is test the wires going into the box of the converter box for voltage with a circuit tester like the # PTW2993 to see if there is voltage going into the box when the taillight functions of your vehicle are applied, and then test the output side of the box to see if the current is making it through the converter.
