Yes, you can rotate the exit spout on the Double RV Waste Valves part # T84B just as you would the valves. However, in order to do this you are going to need to remove the four nuts and bolts on each side of the flange which over time is just going to create more leaks so I don't recommend it. It is also going to be very messy as you have to open the system up each time.
