Sometimes weldnuts need to be cleaned, it can be spatter from when the frame was welded together or it could be paint or corrosion. To clean the threads out well, you can use a wire brush and some brake cleaner. Make sure you start the bolts so they are not cross threading the nuts.

Normally what you would do is remove the tail light assembly that contains the reverse lights and test the wires for the reverse light circuit and tap in there.
I have also heard that the reverse light circuit can be tapped into at the fuse panel inside the vehicle, under the hood, or in a wiring harness behind the driver side front kick panel. I spoke with my contact at Draw-Tite, and they are aware of the plastic shield to which you are referring. They are currently in the process of adding this information to the instructions, so that they will cover the 2011 Honda Odyssey models. If you take a look at the cover, it should be held on by some plastic rivets that can be popped out with a rivet tool. You may be able to retain the shield if you trim it, but more than likely it will be removed entirely.

You have to be very careful when using a tap on the weldnuts on your 2006 Honda Odyssey. This should be a last resort. The first thing to try is liberal use of spray lubricants such as WD40 or PB Blaster, let it soak for about 15 minutes, then use a wire brush and some elbow grease to clean out the threads. On some vehicles, there is some sort of front fascia piece that will direct air to the area behind the bumper and you would not have to move the cooler. You can check your 2002 Honda Odyssey for such a piece.
