Class 1 hitches do have the 1-1/4 inch opening but they are rated for lower weights and pressures than a class 2 or 3 hitch. At most a class 1 hitch can have a max tongue weight of 200 pounds. It is simply not safe to have much weight on them. The hitch reciever opening will also be weaker and unable to handle the stress of some accessories even if they are not "heavy" they may put more leverage and stress into it causing warping or structural failures.

Tow bars have a standard "safe zone" where the height difference can be no more than 3" between the centerline of the motorhome hitch receiver to the middle of the base plate kit where the arms attach (see attached photo).

We went ahead and reached out to Thule, and they confirmed that while they do not have an exact measurement, the cradles of the Thule Hullavator # TH898 drop down about 36 inches from the top of the crossbar. With this factored into your current height, that is about 60 inches high.

If you were to use a dual purpose ball mount like the Ball Mount part # C48012 that you referenced you would have the flexibility of being able to hitch up to a trailer that has either a lunete ring or a standard hitch ball that is 2 inches in diameter.
Its an either/or scenario though. If you needed to tow a trailer with a 2 inch ball coupler you could use the ball portion of the # C48012 but you would not be able to also drop the pintle latch on top of the couple for added security.

The Brophy Hitch Extender, part # hes0, is a hitch extender that will extend out your 1-1/4 inch opening by 10 inches. The hitch opening on the extender is 1-1/4 inch.

That's a good question, and for your 2003 Mini Cooper, the biggest difference between the Blue Ox # BX1303 and Roadmaster # 521876-1 base plates is indeed the tow bars that are compatible. While technically there are adapters that make them cross-compatible, that is an extra step and honestly just more work for you. I went out to the warehouse and put a compatible bar kit together. Your kit will give you about 2-3/4 inches of clearance off the roof for the bottom of the bar, and about 5 inches to the bottom of where your kayak's hull would be on the bottom of the Sweet Roll, part # Y04074.
