I have a solution for you. Even though the Curt Roof Mounted Cargo Basket # C18115-117 only weighs 44 pounds, it is only designed to fit crossbars that are a maximum of 3" wide x 1-5/8" tall. Since the Rhino-Rack Vortex Aero Crossbars # RRVA118B-2 are 3-1/8" wide x 1-3/16" tall, the Curt basket will not be able to mount on the crossbars.

If you check out the attached photos you can see that the part 38 in the instructions calls for a quantity of 6 and that you put 2 on each of your 3 bolts. We have two hitches that are verified to fit your 2019 Honda Fit. One is the Curt # C11406, and the other the Draw-Tite # 24920. They are very similar except the Curt model recommends using stabilizing straps. A strap provides extra support for your hitch receiver when you use a hitch-mounted carrier. The Rola roof rack for the 2013 Mazda 3, # 59833, is very specific since the vehicle has fixed mounting points. You would have to replacing the pads, add clips, you might need new feet and new bars because the length of the bars could be too long or short for the 2013 Honda Fit. By the time you got all the bits and pieces you would basically have purchased a whole new roof rack. Not all of the pads are available and the clips are not made available as separate parts.

You can use the Advantage Threaded Trailer Hitch Receiver Lock, # HE6033, on the cargo carrier, # 63155, but the shank in the cargo carrier is not threaded so the lock will not function as an anti-rattle device, just a lock. If you are just looking for a lock, I recommend # e98879.
If you need an anti-rattle device for use with a regular hitch pin you can use # RM-061-125.

The Advantage Threaded Trailer Hitch Receiver Lock, # HE6033, can be used on a cargo carrier with a 1/2 inch hitch pin hole. However, if the shank of the carrier is not threaded the same as the bolt, it will not fit. Also, if the shank is not threaded at all on the carrier, the lock will only work as a lock, not as an anti-rattle device.
