I've attached the schematics of both the Draw-Tite # 24677 for the 1999 Honda Civic and the Draw-Tite # 24706 which fits the 2002 Honda Civic, and I can see that they do look extremely similar, but they aren't the same hitch. There isn't a guide to tell us the functions of the wires in your trailer but there is a way to determine which of those four wires is your power. You'll take a tester like the # PT89ZR or # PTW2993 to each of the four wires to see which one is your 12v power. From there one wire will be your ground and the other two should run to your thermostat.
