Are Draw-Tite Hitches for 99 Honda Civic and 2002 Honda Civic The Same?

I have a 99 civic hitch from you guys, want to put it on my 2002 civic. Both have same frames, but you have different part #s. Based of specs from what I can see they are same hitch. So can it be done the swap?

I've attached the schematics of both the Draw-Tite # 24677 for the 1999 Honda Civic and the Draw-Tite # 24706 which fits the 2002 Honda Civic, and I can see that they do look extremely similar, but they aren't the same hitch. Because of the differences in the shape of the frame and the differences in mounting places, you're not going to be able to use your Draw-Tite # 24677 on your 2002 Honda Civic- at least not in a way that will allow you to use any type of hitch mounted accessories.

If you look closely, the # 24706 is mounted further back on the frame and has a different shape compared to the # 24677 . This may not seem like a big deal on the surface, but it looks like that will make the # 24706 sit too far behind the bumper to allow you to functionally use the hitch since you won't have enough room to mount any type of hitch mounted bike racks or other hitch mounted accessories.
