The two dimensions needed to be compared when picking out rise/drop ball mount is the top of the hitch opening down to the ground as well as the bottom of the coupler lip on the trailer down to the ground when the trailer is level. Since you measured from top of the coupler you'd need to remove right at 2 inches from 21 so you'd have from 12-1/2 inches to 19 inches which is 6-1/2 inches. I had our warehouse measure each of the front mount trailer hitch receivers you mentioned, and the dimensions are as follows.
The Curt # 31408 measures 32-3/4" long x 8-3/4" wide, the Draw-Tite # 65080 measures 36-3/4" long x 10-3/4" wide, and the Draw-Tite # 65079 measures 31-3/4" long x 9-1/2" wide, which you can see in the included diagrams.
