Ball Mount for Trailer Hitch Height of 12-1/2 inch and Coupler Height 19 Inches

Question:

So if my hitch height is at about 12 1/2 inches and the trailer coupler height to the top of the coupler is 21 inches. Will a Ball receiver with an 8 inche rise be stable.

The two dimensions needed to be compared when picking out rise/drop ball mount is the top of the hitch opening down to the ground as well as the bottom of the coupler lip on the trailer down to the ground when the trailer is level. Since you measured from top of the coupler you'd need to remove right at 2 inches from 21 so you'd have from 12-1/2 inches to 19 inches which is 6-1/2 inches. So the closest you can get to that is 7 inches of rise like the part # C45338 which would work great.
