When the old 70737 was designed, produced, and tested it was deemed to have a 300 pound tongue weight capacity. Any more than 300 pounds and it would be overloaded. You should never exceed the stated capacity of a hitch since that is what it is safely tested at.

It sounds like you have your roof top completely covered that's a large cargo box. I would be surprised if you weren't at or over your roofs capacity with it fully loaded. You are correct that the weight of equipment loaded behind the tow vehicle's rear axle must be added to the tongue weight. The tongue weight is usually 10%-15% of the loaded trailer weight, plus the weight of this additional equipment.
