The big difference between the Curt Trailer Hitch Receiver # C13182 (confirmed to fit your 2013 and 2015 Jeep Grand Cherokee Diesel models) and # C13065 is that the crossbar for the latter runs in a straight line whereas it has more of a rounded shape for the 13182.

Non-binding latches, are just that, they easily release even if the vehicle isn't on perfectly flat ground. So, if you find yourselves sometimes camping at sites that are a little on the primitive side, having the non-binding latches would certainly be a plus.
