We have 2 hitches that might work depending on the specific measurements of your 1989 International. Curt hitches 15901 and 15902 are both weld-on hitches that will fit frames from 18 inches wide to 44 inches wide. The 15901 has a 5 inch drop. The 15902 has a 13-1/2 inch drop. I am not certain if the hitch itself, being 44 inches wide, will interfere with anything else under the vehicle (seeing as it is 10 inches wider than your frame rails). Since there was an accident involved, I'd closely examine the trucks frame to ensure it's still capable of towing safely.
Since the bed rails were damaged, it's extremely likely that the brackets and hardware that join the bed rails to the truck have been damaged or compromised as well. I'd highly recommend replacing the entire installation kit, using part # RP30035.
