Hey Dave great question. So some people will use the seat belt to lock the steering wheel. To do this wrap the seat belt around the steering wheel a few times and then buckle it and then pull the seat belt all the way out so that it's ratcheting and let it go and it will be locked to the steering wheel and hold it straight. You can pull on the steering wheel side of the seat belt to take out as much slack as possible so that it won't slip.

So vehicles that are installed in the hitch of a towed vehicle have a slight side to side "wiggle" as the front steering wheels seek to be centered but ends up over correcting back and forth. What Hollywood Racks has determined is that this fatigues some of their racks like the Destination part # HLY94FR over time which causes them to fail.

The 4 on 4-1/2 bolt pattern that you referenced is not very common. I'm sorry to say it is also not among the configurations we have available for 13 inch wheels. From what I have found, this style is an old automotive bolt pattern that will be difficult to find.
