Checking the grounds was a good place to start. I think that it still may be a ground issue. There are several things you can check to determine if it is a ground problem. I would start with the trailer side connector and check for any dirt or corrosion and clean it out. Dirt and corrosion could cause a bad connection or a short which would lead to undesired results.

Among them is the n.c. signal that you referenced. Based on the issue you are describing you do not have a faulty Curt Echo # C51180, and instead your 2021 Volvo XC90 is not sending power to the 7-way connector until it detects a trailer is plugged in. This is pretty common in newer Volvo's.

You can do some testing to find the source of the problem. I recommend using a circuit tester like part # PTW2993 and have someone run through the functions while you test the pins on the vehicle side connector at the rear of your XC90.
