What you described is actually a safety feature of Class I hitches like the Curt part # C11438. They purposely install a weld stop in the hitch opening that prevents a Class II and up accessory fitting in the Class I hitch since Class I hitches are not as strong as Class II hitches. You most likely have a Class II hitch bike rack if you have had issues with it fitting hitches before.
You would need to upgrade your bike rack if you wanted to use it with this hitch.

I spoke with my contact at Curt regarding the installation of the Curt Class I Trailer Hitch, # 11438, on your 2011 Volvo V50 T5 with the R-Design and he said they have not tested this hitch on a V50 with the R-Design, but if the rear bumper fascia sits lower than the non R-Design V50s, then you probably will have to cut into the fascia. There is a way to get a fairing on your Volvo V50, but the Thule Roof Rack Fairing, part # TH72WV, is designed to fit either Thule Square Load Bars or Thule Aero Load Bars. Likewise, the Yakima Fairings will only fit Yakima load bars.

Looking at the owners manual for your 2011 Volvo V50 it says the maximum recommended tongue load for any receiver is 165lbs. As this is even less than the Curt # C11438 is rated this would explain why there is only a class I receiver available. Curt does have a note "***DO NOT EXCEED VEHICLE MANUFACTURER'S RECOMMENDED TOWING CAPACITY.***" as well in their instruction manual linked below.

A little bit of play is acceptable, the coupler should be tight enough that the coupler won't come off the ball, but not so tight you can't close the latch. I typically tighten the coupler up until I feel a slight resistance when closing the coupler latch, then I'll back it off slightly from there.
