When there is no power to the red wire on a brake controller that plugs into a vehicle then the likely culprit is a blown stop light or CHMSL (center high mount stop light) fuse. If the brake controller is hardwired to the vehicle then check the wire to which the red brake controller wire is connected.

I did not see where you mentioned what electric over hydraulic actuator you are using but if it is the HydraStar Marine Electric Over Hydraulic Actuator part # HBA16 that you referenced then the first thing I recommend you check is that you are using the correct EOH setting on your brake controller. If this is confirmed I would then bleed the brakes which can be done using the attached photo.
