Was your truck built on a cab and chassis style frame? If so, you would need the # TGMFK35C for suspension enhancement. An easy way to determine is to measure the outside to outside dimension of your truck frame. If that distance is 34 you have a cab and chassis truck. There are only Timbrens available for this configuration.

Conventional steel wheels like the # AM20514 often fit older trucks like your 1938 GMC pickup. However, these are only rated for trailer use. These 15" wheels have an offset of 0 and a 6 on 5-1/2 bolt pattern. A hubcap will fit but it would be like the # AM981306 which is slightly larger than your 7-1/2" to 8" measurement with a 10-9/16" overall diameter.

It sounds like the connection between the brake controller and the 7-way trailer connector is not completed.
Although it sounds like you have the harness pinned out correctly, compare your plug pin-out to the diagram I produced for you.

It sounds to me like you have the red wire coming from the Tekonsha Voyager, # 39510, connected to the wrong wire under your dash. The red wire needs to connect to the cold side of the brake light switch which will only show power when the brake pedal is pressed. Use a circuit tester like # PTW2993. This causes your trailer brakes to engage when the pedal is pressed, and not all the time.

The CURT Step Bumper Trailer Hitch, # E-3S, comes with some square spacers, part 5 in the instructions linked for you, just in case the bumper does have that protrusion on the underside of the bumper. These spacers are 1/4 inches thick.
