I would recommend the Curt Hitch part # C13587 for your 2004 Mercury Monterey. This is a Class III hitch with a 2 inch opening confirmed to fit your vehicle that may frame hole enlargement. Sometimes there is drilling required to install this Curt Hitch # C12187 on your 2006 Mercury Monterey. I spoke to my contact at Curt and he told me that if you have all of the correct fuses and relays installed on your 2006 Mercury Monterey and the receptacle that the 4-way harness of the part # C56673 plugs into still doesn't have power you will want to trace that harness back to see if that harness is connected properly. If it is connected there is still something that's missing between the trailer wiring circuits in the fuse box and the trailer wiring.

The Reese Sway-Control Bracket, # RP26003, is 3/8 of an inch thick so you will need a hitch ball that has a shank long enough to fit through the ball mount and the sway-control bracket and still have enough threads left to install the nut properly.
The etrailer.com Drop Ball Mount Kit # EBMK4 has a shank that is 2-1/4 inches long. Since at least one thread needs to be visible beneath the lock washer and nut once the ball is screwed into place, part # EBMK4 should work well for your application.

I was able to find a copy of the owners manual online for the 2005 Mercury Monterey. In the manual, starting on page 205 in the recreational towing section it states that if the vehicle is front wheel drive is must be towed on a dolly with the front wheels off the ground. There is no other information other than that.
