I would recommend the Curt Hitch part # C13587 for your 2004 Mercury Monterey. This is a Class III hitch with a 2 inch opening confirmed to fit your vehicle that may frame hole enlargement. Drilling doesn't necessarily add anything to a hitch's value, basically it's just an extra step that some hitches require. With this hitch sometimes the vehicles frame holes don't line up for the hitch to attach to so you have to enlarge the hole to compensate for that. I was able to find a copy of the owners manual online for the 2005 Mercury Monterey. In the manual, starting on page 205 in the recreational towing section it states that if the vehicle is front wheel drive is must be towed on a dolly with the front wheels off the ground. There is no other information other than that.

I spoke to my contact at Curt and he told me that if you have all of the correct fuses and relays installed on your 2006 Mercury Monterey and the receptacle that the 4-way harness of the part # C56673 plugs into still doesn't have power you will want to trace that harness back to see if that harness is connected properly. If it is connected there is still something that's missing between the trailer wiring circuits in the fuse box and the trailer wiring.
