The wiring harness I recommend for your 2013 Jetta Hybrid is the T-One Vehicle Wiring Harness, part # 118572. This wire harness plugs into the connection points located in the trunk behind the tail lights. Just plug the harness in, then run a hot lead wire to the positive battery post and it's that simple.

I have a bike rack solution I can provide but not with a hitch. Best option we have is a trunk mounted bike rack like the Thule OutWay # TH45JV which is a confirmed fit for your 2013 Volkswagen Jetta Hybrid.

According to the research I did, a 2011 Volkswagen Jetta automatic has to be towed on a dolly. It cannot be flat towed with all 4 wheels down. You will need to check the owners manual for verification. The tow dolly I recommend is the same one that you have referenced, # RM-2050-1.
