The 4 bolt brake mounting flange has a standard bolt pattern of 2-7/8 inches center to center between adjacent holes or 4 inches center to center measured diagonally. It's all but impossible to predict the fit of a replacement key without knowing the brand and series of lock. Just the same I think it is worth trying number 301 key # 295-000008 before you go the trouble and expense of placing the locks. You only need to buy one to give it a try. You can absolutely get the hardware for the Curt Trailer Hitch # C12091, though this hitch does not come with brackets so I assume you were talking about the spacers. As you can see by the cut out of the linked installation manual that shows the hardware used with this hitch, the spacers are included with the replacement hardware.
