The Curt Trailer Hitch, # 11223, will install to the metal bumper beam behind the rear fascia on your 1986 Toyota Celica Hatchback. It is a bolt on installation, but it does require trimming of the retaining strip and plastic fascia.

With any trunk mount bike carrier in place you cannot open the trunk. It affects not only the fit of the carrier on the vehicle but also the hinges of the trunk or hatch are not designed for the additional weight and the truck or hatch can fall down unexpectedly.

You are within the reduced capacity of the hitch so that is good. Curt does require the use of a stabilization strap, # 18050, when using hitch # C11289 for anything other than a trailer. I can only come up with 2 reasons your trailer lights are not working. The first is a wiring issue with the trailer causing an incomplete circuit. I know you mentioned you tested the ground wire but there could also be shorts in the wiring causing the power to not reach the lights.
The other issue may be the wiring on your Celica is not able to carry enough power for the additional lights. While this would test fine and may work on a trailer with LED tail lights, there may not be enough... view full answer...

I checked with Hollywood Racks and the Express part # HRE3 that you referenced has been confirmed as a fit for your 1997 Toyota Celica so I can recommend it for you. This is actually a lot easier to determine than you might think. With any Class I or II trailer hitch you will need to use the ball mount recommended in the hitch instructions. The use of any other ball mount can result in voiding the hitch warranty. The reason is that on Class I and II hitches the ball mount recommended has been tested for and approved for use as the best option for those hitch and vehicle combinations.
