I did some research on your 2007 Accord Coupe and according to the owner's manual, you are limited to a 1,000-lb towing weight capacity. That is the combined weight of the trailer and any cargo loaded on the trailer. This information is on page 213 of the owner's manual. It also stated that the maximum tongue weight is 100-lbs. I am afraid carrying 2 motorcycles that weigh 400-lbs on a trailer that weighs 310-lbs would exceed the towing capacity of your Accord.

Your current Kuat Transfer has anti-rattle device built into it that maybe you aren't fully utilizing. When you install the hitch pin of the rack how tight are you getting the bolt that holds it to the hitch? It's designed to be tightened so much that it removes movement when travelling.
