The rain sensor doesn't have to be activated. When it gets wet it will automatically close the vent lid. When it dries it opens back up. But it sounds like yours has a short that is causing that light to stay on all the time. The axles on your trailer should not be sliding side to side enough for you to notice. There may be the slightest of side to side motion due to the various suspension components, but the majority of the motion will be up and down. It sounds like the Roadmaster Even Brake Portable Supplemental Braking System # RM-9400 locked up your brakes if you had flat spots on your tires.
