I attached a picture that shows how the Curt roof rack part # C18118 installs on the raised side rails of your 2021 Subaru Outback Wagon. In the picture you can see that the rack attaches to the portion of the rack that swings out which doesn't leave a wide spread for the crossbars but it does fit.

I do have an option for you but the Replacement 2" Receiver part # C45802 does not accept a standard ball mount. It only works with the Replacement Tri-Ball part # C45800 which when combined with the Replacement Shank part # C45059 would give you the Curt Multi-Ball Adjustable Ball Mount part # D900. I used a search engine to look up the owner's manual of your 2019 Subaru Outback and it stated on page 8-12 to use a traction device on the front wheels only, so you do not need chains for all four wheels. It also states you need to use a Class S traction device to ensure clearance and that you can't use normal steel chains, but you can use self-tensioning chains (these will be tight around your tire which means they will give you the clearance needed not to hit your Outback's wheel well).

I would be happy to make a recommendation for your 2020 Subaru Outback Wagon.
