I reached out to my contact at LaSalle Bristol regarding their ThermaHeat RV Holding Tank Heater Pads like # 277-000164, and she did say that the pads should be applied to the bottom of the tank and should not be subjected to any kind of pressure or compression. Compressing the pads like you described would not allow for proper operation and may even lead to damage.

I do have an option for you but the Surco Spare-Tire-Mounted Cargo Basket part # SPSJ4319 will not install on the 2015 Chevy Roadtrek 190P because of the way your spare tire carrier is mounted. The hardware of the Surco installs between the spare tire mounting plate on the back of a vehicle and the spare tire. Since your spare tire carrier is mounted at the bottom of the frame and is suspended (not mounted to the back of the vehicle) then cargo basket will not be able to install.
