The Curt Roof Mounted Cargo Basket # C18115 you referenced does have an E-coated finish which is designed to protect it from corrosion. Additionally, this basket has a one-year warranty on its finish and a lifetime warranty in terms of defects. So while it does have a rust-resistant finish, should the basket become rusted you do have protection from the manufacturer.

Yes the Roadmaster Battery Charge Line Kit for Towed Vehicles, # RM-156-25 is minimal cost and while not "needed" for many applications it is a good item to add as it maintains the battery charge in your towed vehicle while the car is being towed. However, this does require that the RV's plug have a charge line pin that is "hot" to provide that power from the plug connection to the towed. The Dexter EOH actuator # K71-651 can absolutely be used with a pressure bleeder. The actuator has a standard brake bleeder nipple on the revivor which you can attach the hose of a power bleeder to for faster bleeding. I spoke to Tekonsha about their Prodigy RF Wireless Trailer Brake Controller w/ Bluetooth # TK94FR and they explained in detail how the controller interprets the brake signal. It is looking at the power input from both the turn signal/brake light wires. The reason it will pulse the brakes on the hazard lights and not the turn signal is it sees power starting and stopping at the same time with hazard lights.
