It sounds like your 2015 Jeep Renegade Trailhawk has the 14mm bolts in place instead of the rubber plugs. These are usually found on models that have the factory tow hooks. You will remove the bolts to install the hitch. Since the bolts are on so tight you may need to use a breaker bar/cheater bar to get enough leverage to loosen them.

I have a possible solution for you but the hardware that comes with the Rhino-Rack Xtray cargo baskets such as # RMCB02 is unique in the way it attaches to the actual basket. Each foot mounts along 2 of the basket's front to back rails so no alternate hardware will fit.
But take a look at the Thule Canyon XT # TH859XT. It uses just the U-Bolts so there is more space between the bottom of the roof rack rails and the top of the vehicle roof so you should have plenty of room for your sunroof. view full answer...
