You can use larger 4-on-4 wheels/tires on your boat trailer as long as you keep about 2-1/2-inches clearance above the tires to allow for normal suspension travel. Your 4.80-8 tires are 16-inches in diameter and the nearest larger size on a 4-on-4 wheel is 215/60-8 part # AM3H290 which is 18.3-inches in diameter. This tire will reduce you fender clearance by about an inch.

They are sealed at the circuit board so water doesn't damage the diodes or circuit board. They have mounting holes that are 3 inches on center and are designed for surface mount. It sounds like you measured the lid and measured it as 15". Fortunately, the length and width that matters is the vent itself. For a universal vent that fits a standard 14" x 14" vent, I recommend either the MaxxAir UniMaxx Universal Replacement Lid for RV and Trailer Roof Vent # MA00-335002 (translucent smoke) or # MA00-335001 (translucent white).
