Based on the description you provided of the issue you are having with your Ultra-Fab Electric A-Frame Jack # UF38-944017 it sounds like the gears inside are worn and require the extra pressure for them to be engaged.
Unfortunately the gears are not available as replacement parts, so the most cost effective option would be to just keep placing your foot on the jack to lower it.
The only other option would be replacing it with another # UF38-944017.

To pull your Polaris behind your camper I would recommend a hitch that mounts to the frame rather than the bumper. In my opinion there is not enough support in the middle of an extended bumper that would keep it from flexing with the weight of the trailer and your Polaris. It will cause the bumper to twist. Other than gaining you a height difference equivalent to the difference in the thickness of the spring pack, swapping out your existing 4 leaf springs for springs with 6 leaves won't have any effect on the trailer's ride, assuming that
1) The replacement spring is rated the same as the original
2) The original springs weren't completely worn out past their service life
