There isn't a difference in handling between bias and radial trailer tires; bias tires are designed more for hauling heavier loads and won't flex as much on the side walls. The downside is they'll run a bit hotter than radial tires that are designed for long highway trips where heat can build up. For a smaller camper you really could go either way and won't experience a lack of handling.

Since you are looking for an under-bed rail system that will leave your truck bed empty when the hitch is removed I would recommend you go with the Demco Hijacker hitch part # DM8550022 and underbed rail kit part # DM8551004. The B&W Gooseneck Hitch # BWGNRK1012 and # BWGNRK1012-5W are the exact same kit and will work with both your 2013 GMC Sierra 2500HD and the B&W Companion Slider # BWRVK3400 that you referenced.

In short, yes they are the same. Part # RP58058 is just the rails. Part # RP30035 is the same rails and a universal bracket kit for trucks that do not have specific bracket kits.
