If you are installing a 7-Way like the Draw-Tite # 20023 on your 1997 Ford F-250 then it is completely up to you. We recommend just routing the wire directly to the positive terminal on your battery. On a cooler that has its own fan, like # D13700, it does not matter which way you have the unit oriented. It will provided optimal airflow no matter how it is positioned. However, there are some things you will want to consider. It would probably be better if the airflow was blowing down in this case. The reason is that if it were blowing the other way the hot air could heat up the floor boards/bed instead of the hot air just blowing down and away from the vehicle.

Attached is a picture of the typical wiring colors for the wiring on a vehicle-side 7-Way connector. This may differ from your 1997 Ford F-350 though for a few reasons.
The first is that vehicle manufacturers don't always follow this wiring configuration so it is very likely the OEM wiring is different. The other reason is that since your vehicle is older it is very possible that someone else has done surgery on the OEM wiring and they could have used whatever color wiring they had handy.

The dim light on your tester is indicating a small amount of power coming from the brake output pin of your 7-Way. This is completely normal with a trailer brake controller installed like your Curt Venturer # C74VV. Trailer brake controllers will constantly send back small, short pulses of power back to the 7-Way and it's basically the controller's way of checking for a connection with a trailer.
