  Over time, dirt and debris can build up on the retracting portion of the tow bar arms. When the arms retract, this dirt is carried into the interior of the tow bar, and can foul out the locking mechanism on one or both of the tow bar arms. This is what I believe happened.   It sounds to me like the tow bar arm is probably just dirty. Over time, dirt and debris can build up on the arms and when it retracts the dirt is carried to the inside of the arm which can cause it to not function properly. • Solution for Roadmaster All Terrain Tow Bar with Stuck Inner Arm
  Usually if a tow bar inner arm gets stuck it's because it is bent. Sometimes it is due to dirt/corrosion build up which you can clean the inner arm with Roadmaster Voom part # RM-9911 like what you see in the attached rebuild video. If you remove the inner arm and roll it on the ground you should be able to tell if it's bent or not.
