This is for quantity of one brake shoe.Now when they say it's for a 12 inch by two inch brake assembly, what that size means is when this is installed on the assembly with the shoe on the other side, if you measure the diameter from this edge of this shoe all the way across, it be 12 inch diameter and then the two inches would be the width of the pad on the shoe. You can see there's your two inches wide.Now the mounting hardware to install this onto the brake assembly is sold separately and it is usually listed on this product page as a related product.
