Do Longer Ball Mounts Have Lower Towing Capacities

When would the length or adjustable rise or of a ball mount affect the carrying capacity of the hitch receiver or tongue weight enough to be a concern? In other words, if a longer or lower ball mount decreases the capacity of either component, how can this be determined?
