Instead I recommend the Thule rack which consists of parts # TH711120, # TH710601 and # TH186007 for your 2017 BMW X3 with flush mounted rails. I may have a solution for you, but we don't have any Euro style drawbars with a 7" rise and after doing some digging I'm not quite sure they are available that tall . With that said, you may be able to use the Curt # C45591 which has a 6-5/8" rise. This would be the closest solution to the 7" you're looking for.
