Dirty or corroded weld nuts on vehicle frames that prevent hitch bolts from threading are actually pretty common. Especially on vehicles that have seen a few winters.

The recommended trailer wiring harness for your 2011 Mitsubishi Endeavor is the Curt Harness part # C56039. All three of the hitches offered for your 2008 Outlander would require that the exhaust be lowered to provide access to the attachment points in the frame. Our installers routinely use a ratchet strap to provide support to the exhaust once it is removed from the exhaust hangers. This sounds like a ground issue. Ground problems normally show up when there is more draw on a system such as when you have the running lights on and then use another function like a turn signal or brake light but can show up any time.
Make sure that the vehicle side and trailer side connectors are clean and free of corrosion inside and out. The main connector grounds should be attached to clean and corrosion free bare metal surfaces.

Your Curt # 13569 Class III hitch uses M10 x 1.25 x 35 hex bolts.
Typically what happens on older vehicles or vehicles that have spent time somewhere that uses chemical de-icing agents on the pavement in cold weather is that road crud and corrosion get built up on the threads of the nuts welded up into the vehicle's frame. If you are receiving 13.3 volts on the taillight circuit going into the converter box and only 6.6 volts coming out, then this would indeed indicate a bad converter box. It is not uncommon for converter boxes to fail over time as they are after all, just an electrical component. We have found that over the years, Tekonsha brand wiring products tend to have the greatest longevity and fewest problems. The 12 volt power cable for the T-One Wiring Harness, # 118538, should be attached to the clamp that holds the battery cable on the positive post of the battery.

On the Curt hitch part # 13581 that you referenced the two loops you mentioned are for safety chains from a trailer. Safety chains are designed to prevent the trailer from becoming totally disconnected in the event of a coupler failure. If somehow the coupler failed, and the trailer became disconnected the safety chains would hold the trailer to the hitch and prevent it from running away. view full answer...

The air lines included with the Coil-Rite system # F4182 for your 2009 Mitsubishi Outlander can handle the higher air pressure so having them inflate on one line would be fine.
Please note the installation instructions that I viewed on the Firestone site indicate the bags are rated for 5 to 35 psi, not 36. Not that 1 psi makes a difference but better safe than sorry. There should always be at least the 5psi minimum in the air bags at all times. view full answer...

The only part of the Curt Trailer Hitch Receiver part # C13398 that will be visible once installed on your 2018 Mitsubishi Outlander PHEV will be the receiver tube opening. Brake controller installation requires the following items: a brake controller, a 7-Way or 6-Way installation kit, either part # ETBC7 or # ETBC6 (depending on which connector is on your trailer) and a flat 4-pole trailer connector if one is not already installed at the rear of your Montero.
