Yes the Wesbar left side trailer light # 403026 and the right side # 403076 are the correct replacements for the Wesbar light you referenced and they will come with bulbs already included. What makes these different than the old generation Wesbar light, is there is no longer a replaceable capsule that contains the bulb that needs to be replaced. If you pull the straps tight enough on the Malone Deluxe Kayak Carrier with Tie-Downs - Foam Block Style # MPG152 they should pull out of the way of your head while driving.
Malone recommends that you drape the straps over the kayak and connect/tighten the straps together inside the vehicle. These straps should then suck-up closer to the roof and be out of your way. If not, you can always reposition the straps to be our of your way.

I spoke with my contact at Curt, who tells me that the reason that the # C56340 isn't shown as being a fit for the 2005 Buick Allure is that the wiring harness was never tested on the vehicle. Because of this, Curt won't call it a fit.

I recommend the Draw-Tite Trailer Hitch Receiver # 36374 for your 2006 Buick Allure(LaCrosse). This class 2 receiver is rated for 300lbs of tongue weight and trailer towing of 3,500lbs. When installing a bike rack, bumper clearance is important. Two important measurements are hitch pin hole on receiver to end of bumper and hitch pin hole on the bike rack to the closest point of the rack.
