Other than the difference in brand/manufacturer, the Curt # 13575 and the Draw-Tite # 75531 for your Mazda CX-9 are pretty close to identical. Between the two options I do recommend the Curt Trailer Hitch # 13575 because the hitch itself is made in the USA and their powder coat seems to last a lot longer.

When the hitch manufacturers give a tongue weight rating they rate them based on the common applications of tongue weight by people with trailer hitches. It definitely makes more sense to go with the # C56496 and # 55151. The only difference between this combination and the # C59496 (aside from cost) is the addition of a circuit tester. If you want a circuit tester you could add the # PTW2993 and still come out on top.

The Thule Gateway Pro 2 Bike Rack # TH88VR that you referenced has been confirmed to fit your 2004 Mazda Miata and it does not have adjustable height arms. However, that adjustment is so that the arms are level while on the vehicle. Not for varying heights.
