You'll want to unplug the unit from power, and let it set for about 10 minutes. Then plug the unit back into power, and check for functionality.   I wish there was a manual latch or release for the foot rest of the momentum seating. It's not an ideal solution but you could try swapping the good motor from the other side of the chair to the bad side to lower it for the time being.
